Remove old cruft surrounded with #if 0.

(elf_greg_t, ELF_NGREG, elf_gregset_t, elf_fpregset_t): Moved here
from sys/elf.h.
(prgregset_t, prfpregset_t): Define in terms of elf_gregset_t and
elf_fpregset_t respectively.
