* sysdeps/unix/sysv/linux/hppa/bits/fcntl.h: Remove all
definitions and declarations that are provided by
<bits/fcntl-linux.h> and include <bits/fcntl-linux.h>.
(__O_PATH): Define.

hppa: Add EHWPOISON and bump errlist-compat to 260

Add errno EHWPOISON and bump the errlist-compat table to 260,
providing 2 padding entries for future use before bumping is
again required.
