* sysdeps/generic/bits/time.h: Define CLOCK_MONOTONIC.
* sysdeps/posix/clock_getres.c: Define code for CLOCK_REALTIME only
if not already defined. Use SYSDEP_GETRES to allow other files to
provide alternative implementations.
