	* sysdeps/unix/sysv/linux/dl-sysdep.c: ...here.
	* sysdeps/unix/sysv/linux/dl-sysdep.h: Declare _dl_discover_osversion
	if necessary.
	* sysdeps/unix/sysv/linux/sysconf.c: Handle _SC_ARG_MAX here.
