another bit for internal usage.

	* sysdeps/powerpc/bits/hwcap.h: Add PPC_FEATURE2_DARN and
	PPC_FEATURE2_SCV.
	* sysdeps/powerpc/dl-procinfo.c (_dl_powerpc_cap_flags): Add scv
	and darn.
